I estimate that the population of the city at the commencement of the recent epidemic was about 41,000, the majority of whom were, as I have just stated, very imperfectly protected against smallpox. It cannot be wondered at then that the disease, once it got a start, should assume alarming proportions. Before proceeding with the story of the epidemic itself, I might just say a word as to the drainage, water-supply, and health of the city for the few years preceding the visitation. The city was enlarged to its present boundary in 1875, the addition of a district surrounding 211 THE GLOUCESTER SMALL-POX EPIDEMIC. the old city, and the extension of the sewerage to cover the additional area was intrusted to Mr. James Manser'gh, C.E. The city is now sewered upon three main lines: the northern, the central, and the southern, discharging into the River Severn, which is here a tidal river. The northern outfall sewer is 3,433 yards in length and has a fall of S7"6o feet in the distance, or an average gradient of 1 in 178. It commences with a 9-inch pipe at Chequers Bridge, and discharges into the river at the quay, by a brick culvert, 4 feet 6 inches by 3 feet. The central outfall sewer is 3,000 yards in length, and has a fall of 43 feet in that distance, or an average gradient of 1 in 209. It commences in Adelaide Street with a 9-inch pipe, and discharges into the river alongside the northern sewer at the quay, by a brick culvert 4 feet 6 inch by 3 feet. The southern outfall sewer is 2,760 yards in length and has a fall of 4726 feet, or an average gradient of 1 in 175.
